Digital technology lies at the heart of our theory of change. At DBC, we develop specialized Tech Products to improve digital capabilities of individuals and systems and to improve data quality. Through these programs, we have leveraged Digital Public Infrastructure (DPI) / Digital Public Goods (DPG) which promotes our core belief in data democracy, digital inclusion and empowerment of citizens.

The Business Intelligence and Data Analytics (BIDA)

BIDA aims to drive evidence-based decision-making in healthcare, education, and sustainability, ultimately enhancing the lives of citizens. We accomplish this by leveraging data and technology to provide actionable insights that empower stakeholders at all levels.

BIDA provides comprehensive data management services including collection, integration, quality assurance, processing, and analysis, delivering insights through dashboards and reports. Our team supports both internal and external initiatives like MMU, Health Information Helplines, and command-and-control dashboards.

We are also exploring cutting-edge technologies like Artificial Intelligence through strategic partnerships with impact tech organizations, while contributing to the open-source community to further support data-driven decision-making.

Tech4Gov

Tech4Gov is an initiative by Digital Bharat Collaborative aimed at creating a "paperless government" that leverages technology for daily operations, decision-making, and communication to serve citizens more efficiently. The goal is to help the government overcome archaic processes and reduce the burden of excessive paperwork.

We leverage technology to create and execute digital public goods for the government to enhance the quality of life of citizens, monitor effectiveness of public systems, analyze usage data, and identify areas for improvement based on user feedback.

To digitise the governments sustainably and effectively, we apply the approach of Tech + People. We not only develop and deploy technical solutions which address some of the most critical governance challenges, we also develop the capacity of the state to build robust, suitable and sustainable IT solutions. Our focus includes onboarding development partners and assessing infrastructure needs.

Over the years we have delivered more than a dozen solutions to the governments of Bihar, Jharkhand and states which are impacting almost 5 crore citizens.

Core interventions: Sakhi 2.0 digital tool, Nitag app for Bihar Nurses Registration Council, Teacher Transfer Portal used by government of Jharkhand.

Digital Public Health

Digital Public Health (DPH) drives innovation and digital transformation through integrated systems, collaboration, and specialized expertise. With a focus on building an Integrated Public Health System, enhancing service delivery, and ensuring universal access to healthcare, DPH aims to address critical health challenges.

Through a systems-thinking approach, DPH has identified two key initiatives to achieve these goals:


  • Integrated Patient Care: Establishing a seamless continuum of care for underserved communities by improving digital tools, health records, and the digital competencies of healthcare workers.

  • Service Delivery Intervention: Accelerating health service delivery through innovative, pragmatic solutions to expand access to quality healthcare across diverse geographies, especially at the last mile.

The overarching goal is to empower healthcare providers to make timely, informed decisions, thereby improving healthcare delivery and outcomes.

Centre for Digital Transformation

Centre for Digital Transformation (C4DT) to is set-up to unlock Digital Transformation opportunities in Governments by addressing state capacity gaps and foster ecosystem for democratizing technology .

Its goals include upskilling ‘Change Agents’ to harness the potential of a digital-first mindset, enabling the success of Centres of Excellence (CoEs) through process, products, and impact pathways, and promoting Digital Public Goods (DPGs) and Digital Public Infrastructure (DPIs).

C4DT aspires to be a knowledge hub, producing white papers, research, and publications, while fostering partnerships to co-create innovative solutions.

Focused on empowering governments and public sector staff, C4DT emphasizes systems thinking, design thinking, and digital health skills, supporting the development of open-source software, playbooks, and frameworks for scaling digital solutions.

It also offers consulting support for government process re-engineering projects, advocating for digital technologies as the core of strategic development in building Bharat.
